The protracted conflict between Azerbaijan and Armenia over Nagorno Karabakh
and the long lasting hold under occupation the Azerbaijani lands by Armenia is the most major obstacle to peace and stability in the South Caucasus. The conflict has led to over twenty f i v e thousands casualties and almost one and a half million refugees, a refugee flow which has resulted in a sizeable crisis especially in Azerbaijan, with the number of displaced persons numbering close to one million. The soldier and civil casualties in the zone along the line of contact are still continuing. Over fourteen percent of the territory of Azerbaijan is occupied, territories which have been ethnically cleansed in the course of war of their Azeri population by Armenian Forces. Seventeen years into a ceasefire, the parties have been unable to sign a single document bringing them closer to a settlement because
of Armenia’s unwillingness and powerlessness to withdraw its troops from the regions outside Karabagh. Whatever is being done at the internationally mediated negotiations, at ground level recommenced war appears a real possibility. There is need to counteract the hate propaganda and demonizing engaged in by both sides and unlock the potential for confidence building and dialogue between average Azeris and Armenians before the memories of cohabitation fade and the divide becomes virtually unbridgeable.
